Pakistan abolishes the Personal Baggage Scheme: A used-vehicle import clampdown that only works if customs reads the data

After the Economic Coordination Committee (ECC) submitted its proposal, Pakistan's federal cabinet approved the abolition of the Personal Baggage Scheme – the preferential channel that once allowed overseas Pakistanis returning home to bring in used vehicles. The Gift Scheme and the Transfer of Residence Scheme were kept, but with much stricter conditions. The move signals a serious attempt to close a loophole that has long been exploited by commercial importers. Yet the real question is enforcement. Importers will likely shift their activity into the remaining two schemes, especially if customs lacks the ability to verify residency records, trace money flows, and detect proxies. The new minimum of three years abroad and 850 cumulative days of residence sounds strict on paper, but it demands a data system connecting customs, border control, and diplomatic posts. The Ministry of Commerce has not offered any impact estimate yet, meaning the policy's true effect remains unknown. I have learned that statistics tell only half the story. A policy can look impressive in a cabinet document and still collapse at the enforcement stage. The future of this reform depends on how fast Pakistan upgrades its monitoring capacity and how transparently it reports the numbers after implementation.
